The video, obtained by Cleveland.com and released on Wednesday, also indicates that Cleveland Police waited four minutes before administering first aid to the dying 12-year-old boy, Tamir Rice.

Prosecutors have said a grand jury will decide if the officers involved in the incident will face charges.
