An officer who fatally shot a 20-year-old black man at his home in Detroit will not be charged, Wayne County’s prosecutor said Wednesday. An officer who fatally shot a 20-year-old black man at his home in Detroit will not be charged, Wayne County’s prosecutor said Wednesday.

Prosecutor Kym Worthy announced during a morning press conference that U.S. Immigrations and Customs Enforcement agent Mitchell Quinn’s shooting of Terrance Kellom was justified. ;

A fugitive apprehension task force made up of Quinn and other officers from local and federal agencies came to serve an arrest warrant for Kellom, a suspect in the armed robbery of a pizza delivery man, at his home on the afternoon of April 27. ;

Prior to Worthy’s announcement, Quinn and Kellom’s father had offered conflicting accounts of ;what happened next.

Through attorney David Griem, ;Quinn had alleged that he shot in self-defense ;as Kellom advanced and threatened him with a hammer despite orders to halt. Griem said earlier that his client, a former Detroit cop, “went by the book and did everything that was appropriate.” The description of events is consistent with ;Detroit Police Chief James Craig’s comments the day of Kellom’s death.

Worthy said Wednesday the evidence they reviewed verified Quinn’s account. ;

Kevin Kellom said he witnessed the shooting and his son was not holding a hammer.

“I’m looking for justice. That’s what I’m looking for,” Kellom told reporters in June. “Money don’t mean nothing to me. My son is what matters to me.”

Activists have repeatedly rallied in response to Kellom’s death, which they’ve decried as police brutality and linked to other cases of black men killed by police around the country. The day of Kellom’s death, Baltimore mourners were attending the funeral of Freddie Gray, who died in custody after fleeing police. Six officers were indicted ;and face a range of charges, including murder, in Gray’s death.

Others in Detroit have raised questions about the federal immigration agency’s involvement in a domestic arrest. Local immigration activists have long condemned ICE’s tactics in Southwest, a neighborhood with a large Latino population that is not near the Kellom home on Detroit’s west side. ;

Quinn was an officer with the Detroit Police Department for 12 years before he began working at ICE in 2008. He was suspended that year after allegedly pointing his gun at his ;then-wife’s head during a fight. The charge of assault with a dangerous weapon was dismissed. ;

In 2000, a lawsuit accusing Quinn and another officer of false arrest and assault and battery was settled by the city for $20,000. ; ;
