Witnesses told local TV station WCSC the incident took place on Monday in the Ardmore subdivision in West Ashley, a section of Charleston.
The video was posted by a police accountability group and a media organization, neither of which could be immediately reached for comment.
The Charleston Police Department did not immediately return a request for comment from The Huffington Post. But in a statement sent to The Post and Courier, the department said it is “looking into” the incident.
“The Charleston Police Department is aware of the video and we are looking into this matter,” spokesman Charles Francis told the newspaper. “We will continue to demonstrate through both words and actions that we are here to provide safety, security and comfort to the families, church and community.”
